The Victorian Department of Jobs, Skills, Industry and Regions (DJSIR), Policy and Regulation Reform team is leading delivery of the Better Approvals for Business Program (BAB) – Events and Festivals Approvals Review.

DJSIR is currently undertaking consultation with stakeholders and invited the ALMBC to discuss the Review process.

By way of background, the Review is one of a series of BAB regulatory reform reviews focussed on improving planning and other business approvals processes to support economic recovery.

BAB reviews are undertaken from the perspective of business and industry to identify tangible, practical reforms that can be implemented in the short to medium term. Reviews are delivered through a short sharp, rapid review process, including targeted engagement and co-design workshops, typically with businesses and industry, regulators, Local and State Government to ensure reforms target priority issues. The ALMBC coordinated a number of key stakeholders in the live event and festival market to meet with the Department and is in the process of collating feedback from the sector. The ALMBC backs the Vote Music Campaign in the up-coming State Election.

We are not telling you who to vote for, but we are asking you to think about which parties and candidates in your electorate and across the state are interested in your job, your industry and your future.

We support the Vote For Music Campaign that has been developed over the course of 12 months and involved collaboration and consultation with key music organisations, businesses, industry leaders, artists, managers, agents, venues, music technology specialists, production personnel, promoters, festival organisers and radio representatives.

We also note the work that NITV and SBS have done in detailing the views of those who advocate an alternate viewpoint on the referendum and also this great article by Dr Summer May Finlay on how to be a good Indigenous ally.

The Voice to Parliament referendum will be held later this year. The Voice to Parliament is a body enshrined in the Constitution and provides Constitutional recognition to Aboriginal and Torres Strait Islander people. The body will enable Aboriginal and Torres Strait Islander people to provide advice to the Australian Parliament on policies and legislation that will impact their lives.   

A Voice to Parliament gives the Australian Government the opportunity to make policies with Aboriginal and Torres Strait Islander people, rather than for Aboriginal and Torres Strait Islander people. – Uluru Statement from the Heart

To date, there is has been significant debate across the country about the pros and cons of a Voice to Parliament. It is an important and very significant time in the history of the land on which we live. Your vote in the referendum needs to be based on being informed about what the Voice means and the impact it can have towards truth telling and healing we share with the First Nations of this Country.

It is about 3 things:

1. Recognising Aboriginal and Torres Strait Islander peoples in the Constitution
2. Having an Indigenous Voice to Parliament
3. The need for a referendum to provide all Australians with an opportunity to decide

The referendum will be asking this:

“A Proposed Law: to alter the Constitution to recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice. Do you approve of this proposed alteration?”

The detail of the Voice and the parameters for what it does or doesn’t do are not decided in a referendum – they are decided by Parliament so it should not even be included in the debate. In addition to doing your own research, engage with the traditional owners in your community and talk with them to get a first hand understanding of the issues for them in the community. The Australian Institute of Aboriginal and Torres Islander Studies provides advice on how to find out whose country you’re on.
